The co-production arrangement does not generate that notification. Or, more precisely: it generates a different kind of ledger entry (production-line infrastructure, personnel basing arrangements, design-process access at the island level) that a sustained PLA quarantine posture is designed to threaten before the output matures, and that is why the Eastern Theater Command's blockade rehearsal east of the strait, documented by the Jamestown Foundation on June 18, arrived when it did.
